This commit makes it so that running `make` without arguments builds rather than builds and runs, which is unconventional and surprising behaviour.

How to build
$ git clone https://github.com/Alexays/Waybar
$ cd Waybar
$ meson build
$ ninja -C build
$ ./build/waybar
# If you want to install it
$ ninja -C build install
$ waybar
