Nicolas Sebrecht fc77de5af6 contrib: more release automation 
- rewrite the release script from shell to python3
- refactoring of the upcoming script and introducing the helpers library
- introduce the tested-by.py script to manage the feedbacks from the testers

Everything here is submitted and maintained by the users for the users. You're welcome to add your own stuff. There is no barrier on your contributions here. We think it's expected to find contributions of various quality.
